HB 5511 - Public Act: 103-0865

  1. Progressive Design Build: Allows CDB’s authority to utilize PDB.
  2. Job order contracting: Allows construction agencies to utilize Job Order Contracting, where a firm can be selected to do multiple jobs at different facilities.
  3. Bid Preference for Illinois Businesses: Firms seeking this bid preference will now be required to submit an affidavit at bid time stating that they meet all of the qualifications of an Illinois Business as established in the Act.
  4. Small Businesses: Increases threshold at which a business may be considered a “small business” from $14 million to $45 million.

 

Other relevant bills:

  1. SB 3501 (Public Act . 103-1007) – Responsible Outdoor Lighting Control Act. Under this Act, lighting installed at DNR properties must meet certain specifications in order to reduce light pollution.
  2. SB 1089 (Public Act . 103-0894) – Sami’s Law/Amendment to Equitable Restrooms Act. Requires State Capitol Building and State rest stops to be equipped with at least one adult changing station.
  3. SB 1087 (Public Act .  103-0893) – Mold Remediation. Requires DPH to adopt rules for parties who provide mold remediation services to register with the State, which will require an active third-party certification.
  4. HB 5546 (Public Act . 103-0614) – Underground Facilities Damage Prevention. Stipulates notice requirements for excavation and demolition.
